Home and School Constitution and By-Laws
Revisions to the March, 2007 version of the H&S Constitution and Bylaws were voted on during January, 2008 H&S meeting. By unanimous vote, all changes were made and are now currently active.

THE CONSTITUTION AND BY-LAWS OF
ST. PATRICK’S HOME AND SCHOOL
ASSOCIATION
ARTICLE I - NAME
The name of the organization shall be St. Patrick’s Home and School Association of
Hudson, in the Dioceses of Superior; State of Wisconsin; hereinafter referred to as the
Association.
ARTICLE II – PURPOSE AND OBJECTIVES
Section I – Purpose
The Association was created to:
A. Provide St. Patrick’s School with operational assistance, including but not
limited to fund raising;
B. Promote community building between the faculty, parents, and members of
St. Patrick’s school and parish with the Hudson community; and,
C. To support the teachers and administrative staff of St. Patrick’s School in educational
development.
Section II - Objectives
The objectives of the Home and School Association shall be:
A. To provide and coordinate volunteer resources for fundraising in support of
the school to:
1. Enhance classroom, staff, and extra-curricular activities;
2. Minimize operational expenses; and,
3. Support St. Patrick’s Church.
B. To develop and implement community building endeavors to:
1. Encourage the enrollment of school age children at St. Patrick’s School;
2. Provide information between parents and school on school related issues; and,
3. Encourage communication between St. Patrick’s School and parish, with the
Hudson community.
C. To enhance understanding between parents and faculty of St. Patrick’s School
in the areas of:
1. Curriculum;
2. Administrative procedures;
3. School safety, and
4. Parent initiated questions and concenrns
ARTICLE III – RESPECT FOR SCHOOL POLICIES
The Home and School Association shall respect the established school policies and
practices as set forth by the Pastor, the school Principal, and the Education Committee.
ARTICLE IV – MEMBERSHIP
The Home and School Association shall consist of a diversified membership and shall
include fathers, mothers, and legal guardians of the students of St. Patrick’s School, as well as faculty and staff.
ARTICLE V – OFFICERS
Section I
A. The officers of St. Patrick’s Home and School Association shall include a
president, a vice-president, a secretary, and a treasurer, who are members of the
Association.
B. These officers will be announced at the annual meeting which should be the
final meeting of the school year.
Section II
A. The term of office for the President shall be one year;
B. The vice-president shall be selected annually to serve one year as vice-president
and the following year as president;
C. The terms of the office of secretary and treasurer may be two years each;
D. If any officer is unable to fulfill their duty, another individual may be selected.
ARTICLE VI – SPIRITUAL ADVISOR
The Pastor, or the priest appointed by the Pastor, shall be the spiritual advisor to the Home and School Association.
ARTICLE VII – ANNUAL MEETING
The annual meeting of the Association shall be held in May or the last meeting date of the school year.
ARTICLE VIII – COOPERATION
The Association shall cooperate with the Diocesan and National Councils of Home and
School Association and, if need be, use the directives wherever applicable, provided that they are not inconsistent with this Constitution and By-Laws.
ARTICLE X – AMENDMENTS
This Constitution may be amended at any regular meeting by a two-thirds (2/3rd) vote of
the members present, provided such amendments have been presented to the Association at
the regular meeting preceding the meeting at which the vote is taken.

BY-LAWS
ST. PATRICK’S HOME AND SCHOOL ASSOCIATION
ARTICLE I – OFFICERS
Section I
The President is an ex-officio member of all committees and shall:
A. Preside at the meetings of the Home and School Association and of its Executive
Committee;
B. Appoint, if need be, the chairpersons of the committees with the approval of the
Executive Committee;
C. Consult with the treasurer on issues that may arise pertaining to the payments of bills;
and,
D. Perform such duties as are incumbent on this office.
Section II
The Vice-President shall:
A. In the absence of the President, perform all the duties of the President; and,
B. Perform such duties as are assigned to this office, including but not limited to
community building endeavors, such as hospitality.
Section III
The Secretary shall:
A. Keep the minutes of all Home and School Association meetings and, if needed,
keep the minutes of the meetings of the Executive Committee;
B. Publish the minutes to all members of the Home and School Association;
C. When necessary, notify members of their appointments on committees; and,
D. Discharge duties as are incumbent upon this office.
Section IV
The Treasurer shall:
A. Receive all dues and other monies of the Home and School Association;
B. Keep an accurate account of the same;
C. Pay all bills of the Home and School Association; and,
D. Acquire the approval by a majority of the members present at a regular meeting
of any expenditure over $200.00. Provided, such expenditure is not part of a
project that has previously been approved by the Home and School Association.
ARTICLES II – DUES, EXPENDITURES AND FUNDRAISERS
Section I – Dues
Membership dues for the Home and School Association shall be ten dollars ($10.00) per family per year and will be paid each year at school registration or as designated by the executive committee.
Section II – Expenditures
Monies collected by the Association shall first be applied to the routine expenses
associated with St. Patrick’s School and fundraising expenses. The executive committee shall determine amount of the annual stipend payment. This payment may be paid at intervals as funds become available for payment throughout the current school year. That is, as profits are realized from fundraising, such profits may be allocated toward the annual stipend payment.
Section III – Fundraisers
Various fundraising functions may be undertaken by St. Patrick’s Home and School
Association. If necessary, the Executive Committee may appoint a chairperson for each
fundraiser. It is recommended that at least one new member be appointed annually as a cochairperson so they can learn from the acting chairperson a year before they take over.
ARTICLE III – EXECUTIVE COMMITTEE
Section I – Composition
The Executive Committee shall consist of the:
A. President;
B. Vice-President;
C. Secretary;
D. Treasurer;
E. Pastor ex-officio; and
F. Principal ex-officio.
Section II – Duties
The duties of the Executive Committee shall have full responsibility for the Home and
School Associations business affairs which may include but are not limited to:
A. The approval of committee appointments;
B. The review of reports;
C. The consideration of suggestions concerning school policies;
D. Planning the annual budget to be presented to the organization for approval;
and,
E. All other duties and administrative details that may arise.
ARTICLE IV – MEETINGS
The regular meetings of the Home and School Association shall be held every other month beginning in September of each school year, or at other times as designated. The Executive Committee will be responsible for informing Home and School Association members of all meetings.
ARTICLE V - COMMITTEES
Section I - Appointment
The president with the approval of the Executive Committee may appoint special
Committees, in keeping with the Home and School Association’s objectives. (such as,
operations, programs, fundraisers, etc.)
Section II – Reporting
The chairperson of each special committee should report their findings and
recommendations to the Executive Committee and at a regular meeting to the members of the Home and School Association.
ARTICLE VI – NOMINATIONS AND ELECTIONS
Section I – Nominations
A. Nominations for Home and School officers shall be open to the parents and legal guardians of the St. Patrick School community. The nominations will be reviewed by the Executive Committee, and having been approved by the Executive Committee,
shall be announced by the president at the next regular meeting of the Home and
School Association.
B. The President shall announce the names of the candidates for each office at the
annual meeting. .
Section II – Elections
A. If an election is needed the President shall appoint a committee of three
disinterested Home and School members to act as a committee on elections at the
annual meeting, to count the ballots, and announce the results.
B. In the event there is but one nomination for an office, the secretary shall cast a
unanimous ballot for that person for that office.
C. If an election is necessary; the officers shall be elected at the annual meeting by
a majority of qualified members voting.
ARTICLE VII – RULES OF ORDER
Section I
The meetings of the Home and School Association should be conducted according to
Robert’s Rules of Order, unless the rules are inconsistent with this Constitution and
By-Laws.
Section II
Any suggestions made at a regular meeting concerning a modification of established school policies and practices shall be referred as a recommendation to the Executive Committee for study before a vote can be taken.
ARTICLE VIII – AMENDMENTS
Section I
These By-Laws may be amended at any regular meeting by a two-thirds (2/3rd) vote of the members present, provided such amendments have been presented to the Association at the regular meeting preceding the meeting at which the vote is taken,
ARTICLE IX – VOTING
Section I
Decisions requiring a vote are those that involve expenditures greater than $200, provided such expenditure is not part of a project previously approved by the Association.
Section II
All members of the Association are eligible to vote on any HSA decision in which a formal vote is taken during a regularly scheduled meeting.
Section III
Time sensitive decisions requiring a vote outside of a regularly scheduled meeting can be decided upon by a vote of the executive committee without notice.
